If Colorado rubber-stamps California’s zero emissions vehicle rules, the cost and availability of new cars and trucks in Colorado will be determined by unelected regulators in California who don’t care about Coloradans and don’t understand our state’s uniquely challenging driving conditions.
Colorado’s driving conditions include tough winter weather, high elevation, challenging terrain and long distances between towns. That’s why three-quarters of the new vehicles Colorado consumers buy fall under the light truck category, which includes SUVs and pickup trucks. In contrast, the new vehicle mix in California is closer to half cars and half trucks.
The small cars and electric vehicles promoted by the California standards won’t meet the needs of many Coloradans. The California mandates will penalize those who need larger, gas-powered vehicles. They also punish auto dealers who can’t meet rigid state sales quotas that fly in the face of what Colorado car-buyers want.
This plan wasn’t approved by Colorado voters or their elected representatives in the General Assembly. It was initiated through executive order by just two people, an outgoing and an incoming governor, who unilaterally sent millions of Coloradans down his road without adequate study and without seeking the “consent of the governed.”

I strongly object to the undemocratic way this major policy change was initiated, without the approval of voters or my elected representatives in the General Assembly – making this a clear case of regulation without representation.
The California regulations will significantly raise the cost of new vehicles for Colorado consumers. Unnecessarily increasing the price of new vehicles drives-up the cost of basic transportation for Coloradans and may actually degrade air quality in the state by keeping more used vehicles on the road longer.
Adopting California’s vehicle mandates would restrict consumer choice, especially for the majority of Coloradans who depend on pickup trucks and SUVs.
In its haste to rush these policies through, the state failed in its duty to thoroughly and objectively analyze potential future impacts, overselling purported benefits while ignoring many potential costs. The state’s analysis fails to quantify meaningful impacts of the regulation on auto dealers, refiners, auto mechanics and other valuable job providers.
Approval of these mandates would be premature and inappropriate at this time, given the legal and regulatory uncertainties created by court challenges and pending federal actions.
Approval of these rules will impose a disproportionately large burden on rural Coloradans and Coloradans of modest means.
